Hair Shedding Because Of male pattern baldness, Sebum Or Telogen Effluvium

Im a 19 year old male form the philippines. last july 2017 i started changing the way i take care of my hair. I started to shampoo only once a day (shampooed twice a day since inwas young). Stoped using hair wax and used castor oil. After a couple of weeks my hair started shedding 50-100 hairs IN THE SHOWER. I also got really bad dandruff that i think is seborrheic dermatitis. So last november i decided to go to the dermatologist. She said that i have telogen effluvium but she cant tell yet what caused it. So she gave me clobetasol shampoo and solution for 2'weeks twice a day to treat my dandruff) and qilib hair regrowth. After using the prescription i noticed that my hair shedding lessened (im not sure if i just wasnt noticing it because im shampooing twice day.) when i went back for a follow up check up she told me that i should stop using clobetasol and start shampooing every morning instead. However the hair shed started to comeback after 4 days.

After 6 months im still shedding 100-150 strands of hair a day. My hair is now very thin and i dont know what to do anymore. The qilib doesnt seek to be working. And i can see my scalp in the mirror.

P.S. i know that ther should be white bulbs at the end of telogen hairs. However mine seems to be accompanied by a waxy substance that i could easily remove that i believe is sebum.

Should i start using minoxidil or finasteride?
Is my hair shedding caused by too much sebum?
