Diluting Tretinoin

I have decided to give tertian a go with minoxidil foam. I had originally buzzed my head and it was easy to apply. I currently have hair about 1/2-1 inch long and I am finding it gets stuck in my hair. What could I add to the tertian to make it thinner to spread over my scalp and hair better?

I mix my Retin-A with a light moisturizer that is very runny. I only use it on my face though. Maybe try it that way?
