Difference between thickening and regrowing

Hi,
just a general question. What is the difference between thickening and regrowing? Apparently finasteride can thicken existing hair and Min may regrow some.

Does that mean that the follicle is alive but the hair is not there and Min will make the hair creep out again whereas finasteride only works on miniturized hair and reverses that process?
