You can find documents re: this on Health Canada's Web site. I did some research a while back and the impression I got was that unless you have approval beforehand under some clause that lets you import drugs that are not yet available in Canada then customs has the right to refuse shipment. They also indicated that they may let the first shipment through, with a warning that future shipments may be refused.
Not sure how this all holds up in practice.
