Can you make a topical without mixing it in ethanol, propylene glycol etc?

Hi,

I was wondering whether it is possible to mix topicals in other substances than for example ethanol, propylene glycol etc? I have long curly hair which is very sensitive to drying chemicals so I was wondering if I also could use natural products?
I am 2 weeks into finasteride but already notice that I have lower libido and no more morning wood...
