Can Certain Hairs Have A Naturally Shorter Terminal Length?

I've noticed that hairs that are on the very front of the head tend to be shorter, and grow slower than the rest, even on non-balding guys, or women

If the answer is yes, how to distinguish between this case, and male pattern baldness induced miniaturization of the hairline ?
