Applying Regaine Foam 5% To Thinning Area Only

I hope I shall get a consistent response to this question as I have received conflicting advice so far. My personal choice is to apply regaine foam 5% (I have initially chosen this over the liquid because my hair is of medium length and not especially long) to the areas where hair is thinning, which is a about an inch of hairline on a Norwood 2 from each temple to the front where both sides meet. Do you know what I mean? My hairline has not actually receded yet but once the process of thin wiry short black (the rest of my hair is light brown) hairs fall out - a process which began a couple of months ago - I shall have lost about an inch of hair on each side. The rest of my hair, though, does not appear to have began the process of miniaturization, so my thinking is to not interfere with their growth and make them minoxidil-dependent hairs, if you know what I mean. Others have told me otherwise, that I should apply the foam all over.

If it helps you to know, I am looking to build-up a more substantial anti-hairloss regimen; this is just my first response to the first signs of male pattern baldness.
