well, if it's a powder you'd probably have to heat the solution to dissolve it. i'm not sure how heat can impact the degradation of the minoxidil, so that's' something to consider and research. but most likely minimal heating would not do anything. you'd have to worry about evaporation of water...

sadly, you're right. if you google minoxidil cats it says that out of the 6 cases reported to animal poison control in a 4 year span (seems pretty rare, to be honest), several of those were exactly what you described. sad that people are so stupid
