Neutrogena T/Sal and T/Gel Conditioner - same thing??

I was looking for a conditioner to use after using T/Sal and someone pointed me to Neutrogena's T/Gel Conditioner.... after looking at the ingredients, it appears that T/Sal contains 3% Salicylic Acid, while the T/Gel Conditioner contains 2% Salicylic Acid... what the heck is up with this?! Is there a reason one would use a 3% Salicylic Acid shampoo and then follow with a 2% Salicylic Acid conditioner? Has anyone used this conditioner?? Just trying to figure out if it is any different than the T/Sal shampoo (i.e. does it actually condition your hair).
