Minoxidil Creme/Lotion?

Why hasn't anyone developed something like this?? I think it would be great to have something like a minoxidil creme or lotion to apply on the hairline or above the temples.

It would be much much easier to apply to the hairline, ensuring a good concentration of topical in that area.

12.5% scares me!

Really? I find the liquid quite simple to apply to the hairline. Drip a little on and rub it in.
