Can Rogaine really regrow hair at the front of scalp?

I'm aware that the reason they only stated that the product work on the back of the scalp is because that is the area that was tested. If it really does work for the whole scalp why don't they do more tests covering the whole scalp so they can say that the product works on everything? It just doesnt make sense to me since rogaine has been around for a long time. And doing that would greatly expand the market for the product and increase revenue. :wink:
